Flying With Hemp Flower: TSA Rules, Paperwork and Shipping

07 Nov 2026 0 Comments
Can you fly with hemp flower in the US? See how TSA screening works, what paperwork to carry, how the November 2026 federal change fits in, and what to do about shipping.

Yes, many travelers fly within the United States with hemp flower, but whether it is legal depends on more than the airport. TSA screens for security threats, not drugs. The product still has to meet the federal hemp definition, and the state you land in has its own rules. Federal law is also changing on November 12, 2026. This guide covers what to pack, what to carry to prove what you have, and what to know about mailing hemp flower instead of carrying it.

TL;DR

  • TSA officers screen for threats to aviation, not for drugs. If something looks illegal, they refer it to local law enforcement, who decide what happens next.
  • Carry hemp flower in its original, labeled packaging, with the certificate of analysis (COA) that matches your lot number.
  • Federal hemp law changes on November 12, 2026. The new definition counts THCA toward total THC, so check current rules before you travel.
  • State and local law applies where you land, not just where you took off. Check your destination and any connecting states.
  • Do not take hemp flower abroad. Hemp and CBD are prohibited in international mail, and other countries enforce their own laws.

What TSA does and does not look for

TSA’s own guidance says its screening procedures focus on security and are designed to detect potential threats to aviation and passengers. According to TSA, officers do not search for illegal drugs. That is the starting point for any hemp traveler.

There is a second half to that policy. TSA says that if an illegal substance or evidence of criminal activity is discovered during screening, it refers the matter to a law enforcement officer. So the practical question is not whether a TSA officer will care about your flower. It is whether a bag check or an X-ray image leads to a question, and whether you can answer it quickly.

TSA officers do not decide whether your product is hemp or marijuana. Hemp flower and marijuana look and smell alike. If a bag is opened and a police officer is called, the officer will usually be working from what is in front of them: the packaging, the label and your paperwork. That is why documentation matters more than anything else on this list.

What TSA does and does not look for

Why the airport and the airline are different questions

TSA is a federal screening agency. The airport police, the state you are in and the airline are separate parties. An airline can set its own rules on what it carries. Local officers apply state and local law. A bag that passes TSA screening with no comment can still raise questions at a later stage, such as a random check or a drug-detection animal at the destination. Keep that in mind when you decide how much to bring.

For years the federal line has been the same: hemp is cannabis with no more than 0.3% delta-9 THC on a dry weight basis. Flower that tests under that limit and comes with a lab report has been treated as hemp, not marijuana. Our article on what U.S. tests and the 0.3% limit mean for getting high explains how the number is measured.

That definition is about to change. According to a hemp law tracker, Section 781 of Public Law 119-37 takes effect on November 12, 2026. It moves the federal definition to total THC, which is delta-9 THC plus 0.877 times THCA, capped at 0.3% on a dry weight basis. Under the old method, a THCA-rich flower could test as hemp because its delta-9 THC was low. Under total THC, the THCA counts.

The same law also reaches finished products. A Congressional Research Service summary says the new definition excludes final hemp-derived cannabinoid products containing more than 0.4 milligrams per container of combined total THC and other cannabinoids with similar effects. Excluded products are regulated as marijuana under the Controlled Substances Act.

What this means for a trip:

  • Before you fly, look at the total THC figure on your COA, not only the delta-9 figure.
  • Check for any change to the effective date before you rely on it. The tracker notes a proposed delay had not been enacted at the time it was published.
  • If you are unsure how a product fits the new definition, ask the seller before you travel, and have the answer in writing.

What to pack and carry

The goal is simple: if anyone asks what you have, you can show them in under a minute that it is hemp. Here is a checklist.

  1. Original packaging. Keep the flower in the sealed, labeled bag or jar it came in. A label with the product name, cannabinoid content and lot number is the first thing anyone will look at. Loose flower in a sandwich bag invites questions.
  2. A batch-specific COA. A certificate of analysis from a third-party lab should match the lot number on your package. A generic lab report for the strain is not the same thing. Print a copy and keep a PDF on your phone.
  3. Your receipt or order confirmation. It ties the product to a licensed seller and a date.
  4. Sealed odor-resistant packaging. Hemp flower smells like cannabis. A sealed jar in a zipped pouch is easier on everyone around you and keeps the flower from being crushed.
  5. Only what you need. A personal-use amount for the trip is easier to explain than a large quantity.

Carry-on or checked bag

Both are options for dry flower. Carry-on keeps the product with you, so you control how it is handled and can answer questions in person. A checked bag can be opened without you present, which means any question about the contents happens without you there to explain. Many travelers prefer the carry-on for that reason.

Liquid products follow TSA’s standard liquids rule: carry-on containers must be 3.4 ounces or smaller and fit in one quart-sized bag. That matters if you also travel with tinctures. Flower, pre-rolls and gummies are not liquids.

Pre-rolls, vapes and concentrates

The same documentation principle applies to every form. Pre-rolls should stay in their labeled tube or pack. Vape cartridges and batteries have their own airline rules. Lithium batteries generally belong in your carry-on, not your checked bag, so confirm with your airline. Concentrates face the same federal definition as flower, so have the COA for each product in your bag. Do not smoke or vape on the plane or in the terminal, and do not use a vape in an airport restroom.

State laws still apply when you land

Federal hemp law sets a floor, not a full answer. States regulate hemp flower differently, and some restrict smokable hemp, THCA or Delta 8 more tightly than the federal rules. A shipment or a bag that satisfies federal requirements can still be a problem in a state with stricter rules.

A few practical habits help:

  • Look up the law in your departure state, your destination and any state where you change planes or drive through.
  • Do not assume a medical marijuana card covers you. According to a cannabis compliance guide, a state-issued medical card does not protect a traveler from arrest under a destination state’s law. A hemp COA is a different document, but the principle is the same: the law where you are standing is the one that counts.
  • Read our state-by-state guide to hemp flower laws and, for extracts, our guide to THCA concentrates by state.
  • If your destination is unclear on smokable hemp, consider leaving the flower at home and ordering after you arrive, where the state allows it.

Never take hemp flower abroad

This rule has no gray area. The U.S. Postal Service lists hemp and hemp-based products, including CBD, as prohibited in international mail, including items sent to overseas APO, FPO and DPO addresses. Flying abroad with hemp flower is a separate problem, because you are then under the law of every country on your route.

The State Department’s guidance, as summarized in a travel report, warns that cannabis products that are legal in the United States may be prohibited abroad and can lead to arrest or prosecution under another country’s laws. Treat any international trip, and any connection through a foreign airport, as a reason to leave your hemp products at home.

Can you mail or ship hemp flower instead?

People often ask this alongside the flying question, and it is a sensible alternative: have the product delivered to where you are going rather than carrying it through security.

Within the United States, the picture depends on the carrier and the destination:

  • USPS. Domestic mail of hemp that meets the federal definition has been treated differently from international mail, which is prohibited outright. Keep the COA and paperwork with the shipper, and confirm the current USPS guidance before you mail anything yourself.
  • UPS and FedEx. According to a report on mailing cannabis, private carriers have stricter policies than USPS. They prohibit marijuana and certain hemp-derived products, including in cases where state law permits them. If you ship on your own, read the carrier’s current terms first.
  • Destination state law. The package has to be legal where it lands. A licensed seller that ships hemp checks which states it can deliver to. A private person mailing flower across state lines has no such check.

For most travelers, ordering from a seller that ships to your destination state is simpler and safer than mailing flower to yourself. Our walkthrough on how to order hemp flower online covers the process, and the article on shipping, packaging and storing bulk THCA flower explains how product should be packed for transit.

If you run a business

Shipping hemp flower in bulk is a different job from carrying a personal amount. Resellers need lot-specific COAs, clear labels and a clear picture of which states they can serve. Our wholesale hemp flower guide covers compliance, COAs and sourcing.

A simple trip plan

Use this order of operations the week before you fly.

  1. Check the total THC on your COA against the federal definition in force on your travel date. The change takes effect November 12, 2026.
  2. Look up state law for your departure, connection and arrival points.
  3. Decide whether you really need to carry flower, or whether ordering to your destination is easier.
  4. Pack in original, labeled, sealed packaging.
  5. Print the COA and save a PDF. Add your order confirmation.
  6. Keep everything in your carry-on, with liquids within the 3.4 ounce limit.
  7. Do not consume anything in the terminal, on the plane or in the rental car.
  8. If you are traveling outside the United States, leave it at home.

What happens if you are stopped

Stay calm and be direct. Say it is hemp flower, hand over the COA and the receipt, and answer questions plainly. Because TSA officers do not arrest and refer matters to local law enforcement, the outcome depends on the local officer, your paperwork and the law in that state. Nothing in this guide is legal advice. If you have a specific situation, such as a large quantity or a state with strict hemp rules, talk to a lawyer licensed in that state before you travel.

Our perspective

We grow and sell hemp flower, and a large share of the questions we hear are about travel. Our view is practical: the paperwork is what makes a trip easy. Every product we sell is grown organically, without pesticides or synthetics, and is meant to be documented. A batch-specific COA, original packaging and an order record are what a traveler needs.

We also think customers should plan ahead. Federal law is moving to a total THC standard, and states differ on smokable hemp, THCA and Delta 8. When a customer asks whether to carry flower or order it at the destination, we usually say that ordering ahead, to a state where it is lawful, is the easier route. Our 100% satisfaction guarantee and free shipping on orders over $85 apply to the order itself, so the simple option is also a fair one.

If you are unsure about a product, read the label and the COA, and ask us before you pack. We would rather answer a question in advance than have you work it out at the gate.

FAQ

Can you fly with hemp flower in the US?

In most cases, yes, within the United States, if the product meets the federal hemp definition and is legal in the states involved. TSA does not search for drugs, but it refers anything it considers illegal to local law enforcement. Carry the original packaging and a matching COA. Check the November 12, 2026 change to total THC.

Should hemp flower go in a carry-on or a checked bag?

Either is allowed for dry flower, but many travelers choose the carry-on so the product stays with them and they can answer questions in person. Liquid products such as tinctures must stay within TSA’s liquids limit in a carry-on. Keep lithium batteries from vapes in the cabin and confirm airline rules.

Can you mail hemp flower?

Internationally, no: USPS prohibits hemp and hemp-based products, including CBD, in international mail. Domestically, rules depend on the carrier and the destination state. UPS and FedEx have stricter policies than USPS, so read their terms. Ordering from a seller that ships to your state is usually simpler.

Does it matter that the new federal hemp definition counts THCA?

Yes. From November 12, 2026, the definition moves to total THC, which includes THCA, capped at 0.3% on a dry weight basis. A COA that shows only delta-9 THC may not tell the full story. Look for total THC on the report and confirm how your product is classified.

Can I bring hemp flower on an international flight?

No, we advise against it. Hemp and CBD are prohibited in international mail, and other countries can arrest or prosecute travelers for cannabis products that are legal in the US. Leave your hemp products at home for any trip abroad, including layovers.
